Whats a good air pump for a 5 gallon tank? What are the best brands, and do i really need to place them above the level of the tank?

There are many good brands on the market and so it boils down to personal choice and afforability.

As for the second part of your question. If the pump is below water level there is a danger that in the event of a power cut or failure, you will have set up a siphon system which could drain your tank.
