The ingrdidents say:
Alkyl (c12 67%, c14 25%, c16 7%, c18 1%)-50%
dimethyl benzyl ammonium chloride- 50%. I have a vinyl lined pool.

No it will not stain your pool if used as per directions.

Prevention and Treatment of Pool Algae and Mustard Algae

There are many factors to be considered in maintaining a pool. Often, pool owners have a difficult time maintaining the pool because of the algae that grows in the pool. Algae are really difficult to prevent from growing. For the most part, algae are single-celled organisms that can grow both on land and water. Algae also easily adapt to almost any situation because of the variety of colors and forms that they have. Algae are also microscopic in size making it more difficult for pool owners to detect unless they have fully grown. The best solution for all these trouble is to prevent algae blooms.
