Free chlorine level high in new pool....what now?

We used our chemical kit last night and we made sure we put in the right amount of everything..we left the pucks in overnight (i don't know if that effects it) with the tarp on over it...without the filter going. What we do wrong? It's an intex pool with the metal polls to keep it up. 14 feet wide and 3.5 feet deep. Is there something we can do to bring the level down?
