Low pressure at pool jets?

I have an in ground pool with a pentair cartridge filter. I have a jacuzzi that overflows into the pool. I noticed that the jets in the pool are extremely week. there is 1 jet in the jacuzzi that is super strong but the rest are also week. I turned off the line to the jets in the jacuzzi yet the pools jets still arent any stronger. The pressure at the pump is good and the water intake at the skimmer is good too. Everything seems to be running fine but the pressure of the pool jets. what could be the issue?

Maybe a pipe is clogged somewhere between the pump and the pool?
