My Polaris Pool Cleaner 380 is not working.?

Hello, Here are the details in bullet form for ease of read thank you very much.
- Bought new Pool Filter last year - uses diatomaceous earth(sp?) - Works Great!
- Paid almost $250 to have my 380 reworked. Was told the only thing left to replace was the hose.
- Cleaned the Polaris filter for the first time in 1yr (didn't know to clean it) It was 'very' dirty.
- Then, reattached the Polaris to the wall. Turned it on - doesn't work.
- Wheels won't turn. Brought it back to pool store. They said the wheels needed to be adjusted.
- Reattached it and still doesn't work
- Replaced the quick release valve because I was loosing a lot of pressure there. New one still loses the pressure.
- Wheels have no RPM when on.
- A lot of water is coming through the bag and the tail seems to be sweeping at regular pace.
- The blue nor red pressure regulator rings are on the attachment that goes into the wall.

Should I have just purchased a new one?
