We spent thousands of dollars on a backyard oasis. Dug a 200 gallon pond with rock waterfall. Filled the pond with Koi and aquatic plants and what do you know? Our neighbors pool overflowed into our back yard ruining everything during the last big rain . Can this be an insurance claim?

You need to talk to your insurance agent. Unless you had specific coverage on the pond and contents, I don't think you will be covered. It's not a building or made for use as a living or storage area.
