Is this an illegal Halloween costume?
I plan to "be" Michael Phelps this coming Halloween. My "costume" would include swimming shorts, a cap, goggles, plenty of gold medals around my neck, and a BONG.
Can I get arrested for carrying a bong in public? (I don't smoke)

I live in California so I don't know what the laws are in NJ. Call the police dept. and ask them. Tell them it will be empty and also tell them you are under 18, that may make a difference. When you call be polite and serious, like if you were talking to the high school principle.
